[Recorder] Chrome DevTools base

According to https://umaar.com/dev-tips/241-puppeteer-recorder/ , Puppeteer team is building a recorder feature. https://github.com/puppeteer/recorder

Playwrite is this. https://github.com/microsoft/playwright-cli

Chrome DevTools base tools will get more power in automation field, awesome. Probably maintenance cost for scenarios are same as Selenium IDE etc, but we can expect browser/devtools will keep behavior by them more.
